The offshore platforms in the Jurong region are among the busiest in Southeast Asia, supporting energy production and marine logistics. With recent regulatory changes, operators are now required to demonstrate comprehensive inspection and maintenance compliance for subsea structures, risers, and pipelines. This contract is designed to bring together multiple expert providers under one coordinated framework to deliver a complete inspection-to-maintenance package.The scope of work extends beyond visual surveys. Providers will be responsible for:

• Deploying work-class ROVs and diver teams to perform structural integrity checks on subsea jackets, risers, and mooring points.
• Conducting non-destructive testing (NDT) using ultrasonic, cathodic protection, and corrosion probes.
• Cleaning marine growth and replacing anodes where deterioration is detected.
• Carrying out underwater welding and repair on minor cracks or damaged sections.
• Executing pipeline inspection and sediment analysis for flow assurance.
• Delivering GIS-integrated reporting, combining visual, geophysical, and structural data into a consolidated platform for operators.

This project will require up to 10 providers, including ROV operators, commercial divers, subsea engineers, corrosion specialists, safety supervisors, and GIS analysts. Given the project scale, teamwork and strong communication across providers will be essential.Deliverables must include:

• A full inspection report with HD video, sonar data, and annotated findings.
• Logs of all repairs and maintenance completed.
• Compliance documentation ready for submission to Singapore Maritime Authority and international classification societies.
• A consolidated digital integrity model of the platform and associated pipelines.

Safety and environmental responsibility are central to this project. All work must adhere to IMCA (International Marine Contractors Association) and local offshore safety regulations. Strict controls must be in place to manage diving risks, ROV reliability, and waste produced during cleaning operations.This is a high-stakes project that demands proven expertise in large-scale industrial subsea work.
